So when I go into sandbox to load a track, it's usually these files that always give me an issue. How can i fix this?

I can't speak to your example, I don't have that track.
You say "... it's usually these files that always give me an issue".
I find that improbable. While Sandbox tends to pick some files more often, I've never found specific files to always be included nor to be the only files listed.
Sandbox spits out a list of offending files when there are any missing files, but the fact is, whatever is listed as the trouble usually insures that item is definitely NOT the problem.

You didn't say if you've ever resolved the problem for any track.
Lacking specificity...
If missing files are a regular occurrence, I'd suspect you're missing files in your "shared" folder. I'd start with the "Revamped" shared files - Link: 2010-2011 updated HighRez shared combo Pk by BTR

Sorry for the word choice, I tried the revamped shared folder and the exact same files would not load.

Those files are not the problem.
Does the track load in the game?

You can:
1) post your dilemma @ SBP
2) use < N2003DATter05.exe > to repack the track.
Clicking on the ptf to pack the track creates 4 lists.
Look in the second list, "Required Files (Shared=Checked)". If you find any files grayed out, that is most likely the trouble.

Looking at your screenshot I notice that it looks like you're working on the ptf inside the Unpack folder. Unless you've also put the unpacked shared.dat inside the track folder it could be worth a try moving things around a little.
Not sure I'll manage to explain this in words but the way I have it is: (in bold are foldernames)
Tracks (with the subfolders)
shared (containing all the files from unpacked shared.dat)
mytrack (containing all the files for the track I'm working on)

From the looks of it you could have it:
Tracks (with the subfolders)
shared (containing all the files from unpacked shared.dat)
mytrack/Unpack (containing all the files for the track you're working on)

Yeah, when you unpack a track move everything in the unpack folder into the main folder for that track. Never edit a track while inside the unpack folder.
