Eh, not like those teams haven't been daisy chaining charters between other teams to prevent them from being kicked since the system started.
This is one of many major issues with the Charter system. If you are one of the bottom 3 charter teams, just switch one with FRM for a year, and boom, the clause no longer applies.

The article didn't say anything about chart manipulation, only that a certain team wanted to be in the lead for non-charter team points. If there was an implication to effect the charter system, I didn't see it.

Being the highest-finishing non-charter team is a difference of more than $150,000 over the next non-charter team.

Yeah there was no charter manipulation, they did it solely to get way more money. By being the top non-charter team they got a huge bonus, like $700k iirc.

... but why is there a need to give Preece a new number? Stenhouse could have just gotten the #37, no?

    Pulling an FRM right there

Could be sponsorship, driver or team preference. Kurt Busch moved from the 2 to the 22 because Shell-Pennzoil wanted him and not Keselowski. Chase Elliott swapped to #9 a few years ago because it's a family number.

My guess is that it is because Stenhouse is better known name and they wanted him in the better known JTG-DR team.

This is likely spot on. The #47 is the one with Kroger logos covering the car all season, so it's very likely that they wanted the better known driver in that car and not the "partner" car.

He might look like the child of Jeff Gordon and Jimmie Johnson, but I'm sure he won't be alfredo mixing it up with the big dogs in Xfinity next year.

I decided to put this here because at some point we might see some announcements for drivers that don't have a full time cup ride. I've been doing some research to see who is eligible for the 2020 Daytona Clash. Those with a pole in 2019 who automatically qualify:
    Brad Keselowski
    Austin Dillon
    Kevin Harvick
    Chase Elliott
    Aric Almirola
    Denny Hamlin
    Ryan Blaney
    Clint Bowyer
    Kyle Busch
    Joey Logano
    William Byron
    Kyle Larson
    Jimmie Johnson
    Daniel Hemric
    Daniel Suarez

This makes 15. Of those, only Hemric and Suarez don't have a full time ride. Last season, they also allowed previous Daytona 500 pole winners that competed full time in 2018, previous Daytona 500 winners who competed full time in 2018, and drivers who competed in the 2018 playoffs.

Assuming the rules are the same this year, Ryan Newman would qualify as both a previous Daytona 500 winner and as a 2019 playoff driver, and Kurt Busch, Martin Truex, Jr, and Alex Bowman would qualify as 2019 playoff drivers. Are there any rules anyone knows of that I am missing?

Xfinity among four premier partners for NASCAR Cup Series in 2020
NASHVILLE, Tenn. — Xfinity, Busch Beer, Coca-Cola and GEICO will serve as inaugural premier partners for the NASCAR Cup Series in 2020, the sanctioning body announced Thursday morning.

The new sponsorship model, which goes away from one company having its name solely tied to the Cup Series, includes premium assets for each premier partner to engage fans throughout the upcoming season. Premier partners will collectively own a presence connected to the NASCAR Cup Series Championship 4 race and All-Star Race. All four partners also will be prominently featured in multiple platforms across the sport, including integrations in broadcast, NASCAR digital and social channels, event entitlements, in-market promotions and at-track activations.
